1.PURCHASE CONDITIONS

The purchaser of the land acquisition law firm project of the Bangladesh Barisal coal-fired power plant project (project name) of this project is Barisal electric power company Ltd.(hereinafter referred to as “BEPCL”), which has the procurement conditions and plans to purchase through open competitive negotiation. The relevant matters are now The announcement is as follows. If there are other contractors that meet the requirements, please actively participate.

2.PROJECT OVERVIEW AND PROCUREMENT METHOD

2.1 Project location: Bangladesh

2.2 Project scale: The total installed capacity of this project is 307MW (net capacity). The scope of land acquisition for Barisal coal-fired power plant project includes all the land parcels in the plant area, including the main plant area, campsite, wharf, coal yard and ash yard.

2.3 Project duration/delivery/service period: 22 months, the start time is March 20, 2021.

2.4 Quality standards: to meet the relevant specifications, standards and requirements of the local government authorities in Bangladesh.

2.5 Procurement content: Entrust the law firm meeting the conditions to be responsible for reviewing the documents of the partner’s land acquisition, supplementing and improving relevant documents, and assist BEPCL obtains the land ownership, and at the same time handles and resolves the disputes caused by the partner’s early land acquisition; for the unpurchased land, assists BEPCL to determine the original landlord, confirm the ownership and negotiate the transfer intention to meet the barrier-free construction conditions of BEPCL, and provide legal services in the whole process from confirming the legality of land documents, negotiating land transfer, and assisting BEPCL to directly obtain complete land ownership.

2.6 Procurement scope: The land acquisition law firm project of the Bangladesh Barisal coal-fired power plant.

2.7 Other Supplements : The land acquisition service shall meet the requirements of local government authorities.

3.QUALIFICATION OF THE BIDDER

3.1 This procurement requires the law firm’s qualifications, performance, and project principal to meet the following requirements and hA/Ve corresponding capabilities in terms of personnel, performance and funds.

3.1.1 Qualification requirements: The law firm must provide the valid business license or trade license and other relevant qualification documents;

3.1.2 Financial requirements: The law firm must hA/Ve a good financial status and provide the past 3 years of audited financial reports;

3.1.3 Performance requirements: The law firm must hA/Ve performance and experience in land acquisition in Bangladesh, and provide supporting documents of corresp

3.1.4 Requirements of the main person in charge of the project: Land acquisition lawyers must be experienced and professional counterparts, and provide resumes of key personnel;

3.1.5 Other requirements (if any): The law firm must provide proof of no litigation in the past three years.

3.2 This purchase does not accept consortium bids.

4.OBTAINING OF TENDER document

4.1 Anyone who is interested in participating, please send the bid confirmation letter with official seal to the mailbox of the designated contact person from March 4, 2021 to March 6, 2021. This bidding will be based on the bidding confirmation letter to purchase the competitive negotiation document, please send the payment certificate to the designated contact person by email after payment. After receiving the payment certificate, the inquirer will send the competitive negotiation document by email.

5.SUBMISSION OF BIDS

5.1 The deadline for submission of bid documents is March 12, 2021.

5.2 The contractor shall deliver the bid documents to 12K/A, Road 10, Baridhara diplomatic zone, Dhaka, Bangladesh before the deadline for submission of bid documents. The Tenderee shall reject any Bids of overdue delivery.

6.THE TIME AND PLACE OF THE BID OPENING

6.1 Bid opening time: March 13, 2021.

6.2 Bid opening address: The inquirer plans to conduct competitive negotiations with the bidder by means of remote video conference from March 13 2021 to March 19, 2021 (the specific time is subject to the inquirer’s email notification). For those who are not selected, the inquirer does not undertake to explain them, nor to compensate the expenses incurred by them.
