中化建國際 （以下稱為“招標代理機構”）受海洋石油富島 （以下稱為“招標人”）委托，就富島公司35000立方液氨接收站項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC FUDAO LIMITED (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of The 35K m3 liquid ammonia reception station of CNOOC FUDAO LIMITED by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：富島公司35000立方液氨接收站項目，基于對液氨儲罐泄漏風險的管控，以及國家標準的要求，液氨儲罐物料進、出口設置在罐頂，故液氨只能采用罐內潛液泵進行輸出。
Project Summary：The 35K m3 liquid ammonia reception station project of CNOOC FUDAO LIMITED is based on the control requirement of leakage risk of liquid ammonia storage tanks and the requirements of national standards. The inlet and outlet of liquid ammonia storage tank are set at the tank top, so liquid ammonia can only be output by using submerged pumps inside the tank.

3. 對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．制造商應通過ISO9001（或GB/T19001）質量體系認證。投標人須提供制造商有效的質量體系認證證書；
B．The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C．（接受代理）
投標人應為所投貨物的制造商或其代理商，如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。

（3）業績要求Requirement for Bidder's reference:
至投標截止日，投標人所投產品的制造商應具有至少2個液氨潛液泵的供貨業績合同，且均滿足介質為液氨、使用溫度≤-33℃、額定流量≥120m3/h、揚程≥92m、罐內全浸沒式的技術要求。
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：制造商名稱、貨物名稱、介質為液氨、使用溫度≤-33℃、額定流量≥120m3/h、揚程≥92m、罐內全浸沒式的技術要求及到貨驗收材料。
未提交業績證明文件，或所提供的業績證明文件無法體現制造商名稱、貨物名稱、介質為液氨、使用溫度≤-33℃、額定流量≥120m3/h、揚程≥92m、罐內全浸沒式的技術要求及到貨驗收材料的，均視為無效業績。
Performance requirements: To the bid deadline date , the manufacturer of the bid product shall hA/Ve at least 2 contracts of liquid ammonia submersible pump supply performance, and all of them meet the technical requirements of liquid ammonia medium, Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m, and full immersion in the tank.
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: manufacturer name, goods name, medium liquid ammonia, Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m，full immersion in the tank and arrival acceptance materials.
Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the manufacturer name, goods name, medium liquid ammonia, Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m， full immersion in the tank and arrival of acceptance materials, shall be regarded as invalid performance.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年9月12日開始至2023年9月19日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Sep.12, 2023 to Sep.19,2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales.
