中化建國際 （以下稱為“招標代理機構”）受中海殼牌石油化工 （以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工 （以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業(yè)績要求：

A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應為所投貨物的制造商或是與制造商同一集團內(nèi)負責銷售的公司。本次招標不接受代理商投標。如果投標人是與制造商同一集團內(nèi)負責銷售的公司，投標人應提供制造商或集團總部出具的證明，證明投標人與制造商以及集團總部之間的關系。
The bidder shall be the manufacturer of bid goods or the sales company within the same group as the manufacturer of bid goods. Bid by Agent is not accepted.If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents issued by Manufacturer or group head company to prove its relationship with the Manufacturer and their position within the group.

（2）業(yè)績要求Requirement for Bidder's reference:
自2014年1月1日至投標截止日（以合同簽署時間為準），投標人所投產(chǎn)品制造商應具有至少1套雙支撐離心壓縮機的供貨業(yè)績，且同時滿足工藝介質(zhì)(C4)烯烴（丁二烯、異丁烯、或丁烯其中的一種介質(zhì)）、流量大于或等于100,000kg/h、出口壓力不低于550KPaA的技術要求。
From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least a supply performance of at least one set of double support centrifugal compressors, and at the same time meet the technical requirements that 1) process medium is C4 olefin (butadiene, isobutylene or a medium of butadiene), 2) flow rate is greater than or equal to 100000kg/h, and 3) outlet pressure is not less than 550KPaA.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復印件和2）到貨驗收材料。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、制造商名稱、貨物名稱、壓縮機型式（雙支撐離心式）、工藝介質(zhì)、流量、出口壓力及到貨驗收材料。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, name of manufacturer, name of goods, compressor type (double support centrifugal compressor), process medium, flow rate as well as outlet pressure and acceptance evidence of goods delivery.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、壓縮機型式（雙支撐離心式）、工藝介質(zhì)、流量、出口壓力，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing contract, name of manufacturer, name of goods, compressor type (double support centrifugal compressor), process medium, flow rate as well as outlet pressure the relevant reference will be deemed invalid.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2024年10月23日開始至2024年10月30日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng)(）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from Oct. 23rd, 2024 to Oct. 30th, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
