Entrusted by North Huajin Refining and Petrochemical Co., Ltd. (Tenderee), China Cntc International Tendering Corporation  (Tendering Agent) invites sealed bids by international bidding method from potential bidders for the supply of the following goods and related services:

3. 對投標人的資質要求

Qualification Requirements to Bidders

1) 投標人具有有效的營業執照（境內投標人）/企業經營許可證明文件（境外投標人），需提供相應證明復印件；

The bidder has a valid business license (bidder registered within territory of Peoples Republic of China)/ Incorpration Operating license document (bidder registered outside territory of Peoples Republic of China), and a copy of the corresponding certificate is required;

2）投標人為所投產品制造商，或與制造商同屬同一集團（同一母公司控股）或與制造商存在控股、參股的銷售公司，若投標人為上述情況的銷售公司，還須出具能證明與制造商同屬同一集團（同一母公司控股）或與制造商存在控股、參股的相關證明文件。

Bidder for the product manufacturer, or with the manufacturer belong to the same group (the same parent company holding) or with the manufacturer holding, participating in the sales company, if the bidder for the above situation of sales company, also must issue can prove with the manufacturer belong to the same group (the same parent company holding) or with the manufacturer holding, participation of relevant documents.

3）投標產品須具有中國國家強制性產品認證證書（投標人須提供證書的掃描件）。The bidding products shall have the national compulsory product certification certificate (the bidder shall provide the scanned copy of the certificate).

4）本項目不接受代理商投標；

This project does not accept agent bidding；

5)    自2019年7月1日至投標文件遞交截止時間前7日（以合同簽訂時間為準），投標產品（料位開關）在中國境內具有聚烯烴裝置的供貨業績，業績合同中提供的產品須與本次投標產品一致。單個供貨業績合同中不少于30臺料位開關。須提供銷售合同的掃描件（含雙方蓋章頁、項目名稱、貨物名稱、供貨數量、簽訂日期頁）和簽字版技術協議的掃描件（應體現項目名稱、裝置規模、供貨清單），未按上述要求提供或提供信息不全，則視為無效業績。

From July 1,2019 to 7 days before the deadline for submission of tender documents (subject to the time of signing the contract), the bidding products (material level switch) shall have the supply performance of polyolefin plant in China, and the products provided in the performance contract shall be consistent with the bidding products. No less than 30 material level switches in a single supply performance contract. The scanned copy of the sales contract (including the sealed page of the parties, the name of the project, the name of the goods, the supply quantity, the signing date page) and the scanned copy of the signed technical agreement (the project name, the size of the equipment and the supply list) shall be provided. If the contract fails to provide according to the above requirements or if the information is incomplete, it shall be deemed as invalid.

6)投標人開戶銀行在開標日前三個月內，針對本次招標人開具的資信證明原件或復印件。

The original or photocopy of the credit certificate issued by the tenderer within three months before the bid opening date.

7)本項目不接受聯合體投標。

This project does not accept consortium bidding。

8)未領購招標文件是否可以參加投標：不可以

4. （有興趣或被邀請）的潛在投標人可于2024年7月17日至2024年7月22日23:59（北京時間）在必聯網（網址：www.ebnew.com)注冊，本招標文件每包售價為800元人民幣或120美元，售后不退（郵購須另加100元人民幣或20美元）。任何未在招標代理機構領購招標文件的法人或其他組織均不得參加投標。

 Potential bidders (interested or invited) can be registered from June 13,2024 to 20,2024 (Beijing time). The price of this bidding document is RMB 800 or $120 per package, and it is non-refundable after sale (an additional RMB 100 or $20 for mail order). No legal person or other organization that has not purchased the bidding documents from the tendering agency shall not participate in the bidding.

All tender documents shall be submitted to the following places before 9:30 on  August 8,2024 (Beijing time), and the bid opening ceremony shall be scheduled to be held at 9:30 on  August 8,2024 (Beijing time). The online bid opening ceremony will be held in the form of Tencent conference.

投標文件遞交方式：投標人送達或通過郵寄方式送達（投標人應自行考慮郵寄文件途中需要的時間和風險），兩種方式均應保證在文件遞交截止時間前送達投標文件遞交地點。

Bids submission method: delivery in person or by mail (the bidder shall consider the time and risk required during the mailing of the document). Both methods shall ensure that the bid document is delivered to the place of submission before the deadline for document submission.

開標記錄應由各投標人指派被授權人代表通過視頻會議遠程確認，凡因參會人員身份錯誤或網絡不通暢等造成無法確認的，將被視為默認確認開標記錄內容。

The bid opening record shall be confirmed remotely by the authorized representative appointed by each bidder through video conference. Anyone that cannot confirm due to the wrong identity of the participant or the poor network will be regarded as the default confirmation of the content of the bid opening record.
