中化建國際 （以下稱為“招標代理機構”）受中海殼牌石油化工 （以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目60萬噸/年（茂金屬）線性低密度聚乙烯裝置1套擠壓造粒機組進行國際公開招標。現(xiàn)邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase One (1) Set of Extrusion and Pelletizing Unit of 600 Kta mLLDPE Plant for CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

項目概況：中海殼牌石油化工 （以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

從中華人民共和國關境內提供的貨物：合同簽訂后92周（貨到項目現(xiàn)場時間）For goods offered from within PRC customs territory:92 weeks after signing the contract (arrival date to the job site)

從中華人民共和國關境外提供的貨物: 合同簽訂后88周（提單發(fā)貨時間）

For goods offered from outside PRC customs territory: 88 weeks after signing the contract (departure date on Bill of Lading)

交貨地點Destination of delivery:

從中華人民共和國關境內提供的貨物：中海殼牌惠州三期乙烯項目現(xiàn)場  

For goods offered from within PRC customs territory: Job site of CSPC Huizhou Phase 3 Ethylene Project

從中華人民共和國關境外提供的貨物:  CIF 深圳鹽田港或惠州港

For goods offered from outside PRC customs territory: CIF Yantian Seaport, Shenzhen, or Huizhou Seaport,  P. R. China

 

3. 對投標人的資格和業(yè)績要求：

（1）資格要求

Requirements for Qualification of Bidder

 

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投標人所投產品的制造商須具備有效的GB/T19001（ISO9001）質量體系認證證書。如果有國家相關部門發(fā)布的最新體系標準，以最新體系標準為準，投標時須提供證書復印件。

B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail. Copy of these certificates must be provided when bidding.

 

C．投標人應為所投貨物的制造商。本次招標不接受代理商投標。

（2）業(yè)績要求Requirement for Bidder's reference:
2013年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少2套聚乙烯擠壓造粒機組的合同業(yè)績，且滿足擠壓機加工能力不小于600KTA的技術要求。

From January 1, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products  submitted by the bidder shall have at least 2 sets of contract references of polyethylene extrusion and pelletizing units, and all meet the technical requirements that the processing capacity of extruder is not less than 600KTA.

投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件（含相關技術附件和性能保證數據表等）。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：合同簽署時間、制造商名稱、貨物名稱、項目名稱、擠壓機加工能力等技術要求。

未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)合同簽署時間、制造商名稱、貨物名稱、項目名稱和加工能力的技術要求，均視為無效業(yè)績。提供的業(yè)績證明文件中如果合同在執(zhí)行過程中終止,則該業(yè)績視為無效業(yè)績。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:  copies of sales contract (including technical appendix and performance guarantee data sheet). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project and extruder  processing capacity technical requirements.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of extruder processing capacity, the relevant reference will be deemed invalid. In the documentary evidence documents provided, if the contract is terminated in the course of execution, the relevant reference will be deemed invalid.

4. 有興趣的投標人可通過以下方式獲取招標文件：從2024年1月24日開始至2024年1月31日止，請登錄中國海油采辦業(yè)務管理與交易系統(tǒng)(）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from January 24, 2024 to January 31, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
