中化建國際 （以下稱為“招標代理機構”）受中海石油（中國）東海西湖石油天然氣作業公司（以下稱為“招標人”）委托，就東海西湖石油天然氣作業公司28吋900LB水下球閥進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by The East China Sea Xihu Oil & Gas Operating Company (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of 28" subsea ball valve by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Max. design torque 2711 N.m, the operating force shall not more than 180N.

從中華人民共和國關境內提供的貨物：2024年4月15日之前（貨到項目現場時間，地點為中國青島或天津或珠海或其他買方指定地點）

3. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 制造商應通過ISO9001（或GB/T19001）質量體系認證。投標人須提供制造商有效的質量體系認證證書；投標人須提供制造商有效的API 17D，API 6DSS，API 6A證書。
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.Certificate of API 17D，Certificate of API 6DSS，Certificate of API 6A。
C． 國內產品不允許代理商投標，境外產品接受代理商投標。境外產品使用代理商投標時，投標人應得到本次投標所投產品境外制造商的同意，并提供該產品的合法唯一代理授權書。
C. Agents are not allowed to bid for domestic products, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（3）業績要求Requirement for Bidder's reference:
2018年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少1個水下球閥的供貨業績。同時，投標人應提供至少一臺28寸900磅或更高規格的水下球閥供貨業績（應用在80米以上水深），或者提供國家級水下球閥科學技術成果鑒定證書。
（3）Since January 1, 2018 (date of contract) to the date of bid opening.The manufacturer of the products (28" subsea ball valve) submitted by the bidder shall hA/Ve the supply performance of at least one subsea ball valve。At the same time, the bidder should provide the supply performance of at least one 28 inch 900 pound or higher specification subsea ball valve with a depth of over 80 meters, or provide a national level subsea ball valve scientific and technological achievement appraisal certificate.
投標人須按規定格式提交業績表，并提交相關業績證明文件。
28吋900LB水下球閥業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）用戶使用證明。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、設備的相關參數（磅級，尺寸,應用水深）、用戶使用證明。
未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、設備的相關參數（磅級，尺寸，應用水深）、用戶使用證明的，均視為無效業績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Use proof documents. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements ( Pressure Rating/ Valve Size/Applied water depth ) and Use proof documents.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements( Pressure Rating/ Valve Size/Applied water depth )and Use proof documents, the relevant reference will be deemed invalid.
4. 有興趣的投標人可通過以下方式獲取招標文件：從2023年7月25日開始至2023年8月1日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元 招標文件發售費用用于印刷和郵寄招標文件/資格預審文件，有郵寄需求的請在支付時備注收件人相關信息。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from July 25, 2023 to August 1, 2023. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
