中化建國際 （以下稱為“招標代理機構”）受中海石油（中國） （以下稱為“招標人”）委托，就錦州23-2油田開發項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of JZ23-2 OIL FIELD DEVELOPMENT PROJECT by International Competitive Bidding. 錦州23-2油田開發推薦方案擬新建2座8腿熱采中心平臺JZ23-2 CEPA和JZ23-2 CEPB，設置80人生活樓和180修井機， JZ23-2 CEPA和JZ23-2 CEPB之間通過2km的海管和海纜連接。熱采井流物在JZ23-2CEPA和JZ23-2CEPB處理成部分含水原油后，在JZ23-2CEPB匯集經新建JZ23-2CEPB至JZ9-3CEPD海底管道 油田依托錦州9-3油田聯網供電，并在JZ23-2CEPB平臺增設2臺原油電站補充電力不足。
Project Summary：
The recommended plan for the development of Jinzhou 23-2 Oilfield is to build two new 8-leg thermal production center platforms, JZ23-2 CEPA and JZ23-2 CEPB, with an 80 person living building and 180 workover rigs. The JZ23-2 CEPA and JZ23-2 CEPB are connected through a 2km submarine pipeline and cable. After being treated with JZ23-2CEPA and JZ23-2CEPB to form partially water-bearing crude oil, the fluid from the thermal recovery well is collected at JZ23-2CEPB and transported to JZ9-3CEPD via a newly constructed JZ23-2CEPB to JZ9-3CEPD subsea pipeline to be processed into qualified crude oil. It is then transported to JZ9-3 oil storage tank for storage and export. The oilfield relies on the connected power supply of Jinzhou 9-3 oilfield and adds two crude oil power stations on the JZ23-2CEPB platform to supplement the insufficient power.

2012年1月1日起至投標截止日（以合同簽訂時間為準），投標人應具有至少2臺造水機橇（反滲透式，產水量≥10m3/d）的供貨業績，并提交相關業績證明文件。投標人須按規定格式提交業績表，業績證明文件包括但不限于：銷售合同原件掃描件和到貨驗收證明文件。業績證明文件按至少體現以下內容：合同首頁、簽字蓋章頁、合同簽署時間、貨物名稱、技術參數（反滲透式，產水量≥10m3/d）、供貨數量，到貨驗收證明文件。未提供以上文件或提供文件無法滿足上述要求的視為無效業績。
